According to the “Out Of Province / Out Of Country Eligibility” published by the Alberta Health Services:
“All those people who are in living, working or going to school in Alberta can get the COVID-19 vaccine if they are born in 2009 or earlier. An Alberta health Care card is not required in order to get the vaccine.
